I'm trying to report a bug, and would love to be able to upload a screenshot and possibly an "sm" file, but to no avail I get a simple html editor interface, not a WYSIWYG one. Is it because I'm a new user? Could anyone enable file uploads for me?

One of the possibility is to get yourself some free file hosting like http://www.dropbox.com/.
Upload youf file inside the Public folder, get the links from there and put theme here on teh Forum.
Aniother way is to use Wiki and File manager to upload the files there. See this link Add images to your posts.
